SSR Technical Engagement Sr. Manager

Carlos is a member of ICANN's Internet identifiers Security, Stability and Resiliency Team. His work is mainly focused in trust-based collaboration with worldwide cyber law enforcement and the operational security community, as well as in capability building – training law enforcement, ccTLD administrators and other constituents involved in the operation or the security of the Internet identifiers.

Carlos is a Certified Fraud Examiner and an attorney graduated from the Colombian Universidad de los Andes Law School. Prior to joining the ISSSR Team, Carlos served in ICANN's Contractual Compliance Team for three years, where he managed the team responsible for processing all the complaints that ICANN receives regarding situations of potential non-compliance with the Registrar Accreditation Agreement (RAA) and the Consensus Policies. He also provided subject matter expert advice and guidance to ICANN's Contractual Compliance Audit Program and to the registry-related work of the Compliance Team.

In the past, Carlos participated in the International Attorneys Program at Holland & Knight in Miami and held his own consulting practice, attending clients located throughout Latin America. He also served for almost 5 years as the head of the Legal & Business Affairs Division at Sony Music for Colombia, Ecuador, Venezuela and Peru and while in this position was a member of the Andean Legal Committee of the IFPI (International Federation of the Phonographic Industry). Prior to this experience, he served as Attorney and Senior Legal Coordinator at the local law firm of the Business Software Alliance (www.bsa.org) in Colombia, where he focused heavily in software anti-piracy and cyber crime.

His articles on piracy and terrorism, cyber crime, botnets, digital evidence, information security, the Budapest Convention, and other relevant matters have been published since 2003 in Colombia, Venezuela, Argentina, Mexico and Spain. He taught cyber-law, legal aspects of information security and intellectual property in two universities in Bogota and has lectured many different audiences, from government representatives to regulators, law enforcement, and military and intelligence personnel in different countries.

He maintains working relationships with cyber units from many law enforcement agencies from different nationalities and is a former representative for Colombia of the Counter Pedophilia Investigative Unit (www.cpiu.us.) While still living in Bogota he was a member of the Electronic Commerce Subcommittee of the International Chamber of Commerce.
